Silja-Madli Ossip
Policy Officer, EU CyberNet
Silja-Madli Ossip works as a Policy Officer for EU CyberNet at the Estonian Information System Authority (RIA) and is responsible for outreach, partnerships, and community building to expand the European stakeholder community and map the EU's cyber capacity-building projects globally. Prior to working for EU CyberNet, Silja-Madli held several positions focused on digital and cyber policies at the Estonian National Cyber Security Centre and at the Estonian Permanent Representation to the EU. She has also worked as a Policy Coordinator at the Microsoft Government Affairs Team in Brussels. Silja-Madli holds a master’s degree in international relations from Leiden University.
Mihai Lupascu
Director at Agency for Cyber Security, Moldova
Mihai Lupașcu, Director of the Agency for Cybersecurity of Moldova is an IT and cybersecurity engineer with extensive experience across private, public, and non-governmental sectors. Since 2024, he has served as the Director of the Agency for Cybersecurity of Moldova. Previously, he led digital transformation efforts as Secretary of State at the Ministry of Economic Development and Digitalization. Before assuming this role at the ministry, Mihai lived and worked in France for over 10 years in both private and public sectors. He holds a Master's degree in Cybersecurity from the University of Rennes 1, a Master's degree in Foreign Languages, Business and European Management from the University of Orleans and a Bachelor's degree in Computer Science from the State University of Moldova.

Julia Schuetze
Founder of Cyber Policy Haus
Julia Schuetze is the founder of Cyber Policy Haus and a seasoned facilitator and cyber policy analyst based from Gent, Belgium. She serves as an external affiliate researcher at the Center for Cyber Strategy and Policy at the University of Cincinnati. As the Project Director for Cybersecurity Policy and Resilience at Berlin-based think tank Stiftung Neue Verantwortung (now Interface), she managed international, multi-stakeholder projects funded by the Hewlett Foundation, the European Commission, the German Foreign Office, the Federal Office for Information Security, Konrad Adenauer Foundation and the GIZ focusing on EU Cyber Diplomacy, international mutual assistance, election security, security of cities and cybersecurity incident response exercises. Her analysis has been featured in news outlets such as ARD, NPR, WiWo, Der Tagesspiegel, F.A.Z., and the BBC. She has served as an advisor and expert witness to esteemed institutions, including the German parliament, the U.S. Congressional Cybersecurity Caucus, and the Federal Office for Information Security (BSI) Digital Consumer Protection Board.
