After more than three years of war east of the EU's borders and all-kinds of support for Ukraine, European governmental systems act like magnets for Russia-and China-aligned threat actors. Drawing on ESET Threat Intelligence, we will present the broad array of intrusion techniques employed by these groups in the form of a playbook, organizing them into chapters that span compromises via malicious USBs and chained zero-days to highly-believable and well-crafted spearphishing and psyop campaigns across the EU. We will conclude with actionable advice on how to defend against attacks of state-backed actors and neutralize the presented compromise vectors from a governmental perspective.
