Lenka Filipová is a Coordinator with the Security and Technology Programme at UNIDIR. Her work focuses on the international dimensions of cybersecurity, with particular expertise in cyber diplomacy, and confidence-building measures in cyberspace.
In this role, Lenka has supported the work of multilateral processes – most notably the Open-Ended Working Group on ICTs (2021–2025) – as well as Member States and regional organizations through policy-oriented research, briefings and workshops. She also manages UNIDIR’s Cyber Policy Portal and AI Policy Portal, which are designed to enhance transparency, information-sharing and dialogue within the international community.
Lenka previously held positions in international organizations and government, as well as spending over three years working as a journalist.
Jakob Bund
Threat Intelligence Liaison, European Repository of Cyber Incidents
Jakob Bund is an Associate at the German Institute for International and Security Affairs (SWP), where he serves as threat intelligence liaison for the European Repository of Cyber Incidents (EuRepoC) and managing editor of the Cyber Conflict Briefing series. As Senior Researcher for Cyber Conflict and Statecraft at Virtual Routes, Jakob coordinated the research stream on emerging technologies for the Horizon Europe-funded project REMIT, developing recommendations for the EU to strengthen multilateral cooperation on technology governance.
Previously, he headed the Cyberdefense Project at the Center for Security Studies at ETH Zurich, advising the Office of Cyberdefense Policy in the Swiss Department of Defense. Jakob also held research positions at Oxford University and the EU Institute for Security Studies, assessing the inclusive development of cybersecurity strategies for the British Foreign Office and the World Bank and supporting the EU’s track-two dialogues with strategic partners.
Yugo Neumorni
CIO Council President, Romania
Yugo Neumorni, CISA, EMBA, is the President and co-founding member of CIO Council Romania, the national association representing IT Directors and CIOs. With over 30 years of experience in the IT industry, he has led complex digital transformation initiatives across the energy, manufacturing, and logistics sectors, with deep expertise in cybersecurity and cyber defense, IT governance (COBIT), data privacy, ERP, business intelligence, and IT systems architecture.
His executive experience includes serving as Chief Information Officer for several major organizations such as Deloitte, Vimetco, Hidroelectrica, Cargus, ClusterPower, and ContourGlobal. At the European level, he served as Chairman of the European CIO Association (EuroCIO) and has been a member of BCS Elite (British Computer Society) as well as President of ISACA Romania.
Mr. Neumorni is also an active private investor and advisor to venture capital and private equity funds operating in Eastern Europe. He is a co-founder and partner at FutureNow Capital, a venture capital fund currently under establishment, and serves on the advisory boards of multiple AI, cybersecurity, and energy startups. He is an alumnus and active member of InnovX, one of Europe’s leading accelerator platforms, and is part of the InnovX VC investor community.
Since 2018, Mr. Neumorni has been a member of the Advisory Board of the Forum International de la Cybersécurité (FIC/InCyber)—Europe’s foremost cybersecurity forum.
He holds a degree in Computer Science from the University of Bucharest and earned his Executive MBA from ASEBUSS – Kennesaw State University in 2009. He has been CISA certified since 2001 and previously held Microsoft Certified Systems Engineer (MCSE) credentials.
Alexandra Paulus
Researcher for Cybersecurity Policy, German Institute for International and Security Affairs (SWP)
Dr. Alexandra Paulus is a Researcher for cybersecurity policy and emerging technologies at the German Institute for International and Security Affairs (SWP). Her current research focuses on managing military software supply chain risk, technological dependencies, and biotechnology in a defense context. Previously, as Project Director for Cybersecurity Policy and Resilience at interface, she established the tech policy think tank's cyber diplomacy work. She has also completed a Ph.D. on how Brazil shaped global cyber norms and consulted the European External Action Service and the German Federal Foreign Office on cybersecurity matters.
Vlad Drăgan
Department Manager Information Security, OMV Petrom
Currently serving as Department Manager of Information Security, he is responsible for information security governance, ensuring that security requirements are identified and effectively managed. He organizes company-wide cybersecurity incident response exercises—including simulated advanced persistent threat (APT) scenarios—and collaborates with executive leadership. He also oversees vulnerability management and penetration testing, ensures compliance with local regulatory requirements, provides strategic direction for security initiatives, and represents information security in business and governance forums.
His previous experience includes developing and managing enterprise vulnerability management programs, coordinating incident response activities, and integrating security requirements into IT project design. He has led security operations teams, conducted vulnerability assessments, and ensured secure data exchange and collaboration for Fortune 500 companies.
