Nation-State Cyber Attacks and Cyber Insurance

Cyber insurance has emerged as a critical risk management tool for organizations to protect against the growing threat of cyber-attacks. However, insuring against nation-state cyber incidents presents unique challenges due the complexities of attribution, where identifying the source of an attack can be difficult. Additionally, the scale, impact, and political nature of these attacks often lead to coverage exclusions, especially with regards to acts of war or terrorism.

This panel will explore the issues surround cyber insurance and the challenges of attribution, and the challenges facing both insurers and policyholders in navigating coverage for incidents of such complexity and scale.

With nearly a decade of experience working in the Lloyd's of London insurance market as an underwriter, Beth specialises in underwriting large cyber risks on a global basis. Beth travels frequently to visit clients, supports on product development and new initiatives within CFC.

As Co-Founder and CEO of Cysurance, Kirsten Bay brings over 25 years of experience in risk intelligence, information management, and policy expertise across a variety of sectors. Ms. Bay leverages her experience in finance and cyber security to bring new insights to the cyber insurance market.
Throughout her career, Kirsten has been appointed to congressional committees developing cyber policies, initiatives and recommendations for the intelligence community. She has developed recommendations in partnership with the Center for North American Studies (CNAS) and Center for Strategic and International Studies (CSIS) for White House policy, and collaborated on information studies for MIT-Harvard and several federal agencies.
Ms. Bay has gone before a parliamentary subcommittee on recreating trust in the global economy, presented national security, critical infrastructure, and cyber insurance concepts at conferences such as Black Hat, Secured Americas, Enterprise Architecture Institute, SC World Congress, and the Eurim Information Management Committee. She has also spoken on applied economics and its relationship to both cyber and national security around the world.
In the last 15 years, Ms. Bay has been the CEO of big data and cyber security companies, leading the strategy and development of next-generation analytics and attack detection technologies.
