The Russian playbook: Blueprints for intrusion targeting EU governments

As a result of years of extensive EU support for Ukraine, European governmental systems have turned into magnets for Russia-aligned threat actors. Drawing on ESET Threat Intelligence, we will present the broad array of intrusion techniques employed by these groups in the form of a playbook, organizing attack vectors into chapters that span compromises via chained zero-days, custom malware, highly-believable and well-crafted spearphishing and even psyop campaigns across the EU. We will conclude with practical recommendations on how to defend against these groups and neutralize the showcased compromise vectors from a governmental perspective.
