After the full-scale invasion of Ukraine, Russia largely separated its cyber activity into destructive and direct in Ukraine, and more quiet espionage and prepositioning work in the rest of Europe. In the last months, their willingness to carry out destructive and disruptive operations, both in the cyber and physical realm has brought the reality of hybrid warfare within the borders of Europe.

The question that we will address in this panel with real world practitioners is “Has Europe done enough to defend its critical national infrastructure from destructive cyber-attacks?

We will look at where we are today, the levels of investment and changes that have been made since the full-scale invasion, and the challenges that remain and how we can meet them in time.
