With Europe facing arguably one of its biggest geopolitical crises to date and the associated consequences for security and peace in cyberspace, the question of Europe's cyber resilience is in focus. The spectre of cyber warfare looms large without definitional certainty but with very real consequences to critical infrastructure of Ukraine as well as EU member-states. Significant efforts are being made in this regard especially on the regulatory side in the form of the latest Cyber Resilience Act and cybersecurity certification schemes but this is not without challenges both of implementation and questions of scope. Additionally, the threat from foreign actors and specifically state-backed Chinese, North Korean, and Iranian networks is ever-present. This presentation will thus aim to highlight some of the ongoing challenges in Europe’s quest to being more cyber resilient while also analysing the key opportunities that Europe can seize.

Anushka Kaushik is currently working a Senior Research Fellow and Cyber Lead with the GLOBSEC Policy Institute, focusing on technology and cybersecurity policy issues. She is responsible for developing the cyber initiatives of the organization and driving its research effort in cybersecurity., having worked on the attribution of cyberattacks, end-to-end encryption policies, and the European Union General Data Protection Regulation. In her role as project manager of the Cyber Resilience Program at GPI, she led the implementation of the Cyber Readiness Index to Slovakia, developed by cybersecurity expert Melissa Hathaway, which measures the cybersecurity preparedness of a country using 70 unique indicators. Prior to joining GLOBSEC, Anushka worked on data protection policies and internet governance at the International Chamber of Commerce in Paris where she helped develop a cybersecurity guide for businesses to protect themselves from cyber intrusions by setting up an institutionalised response mechanism. Anushka has a Master’s in International Security from Sciences Po, Paris where her focus was cyber strategies, defence and security economics, and international law. While at Sciences Po, Anushka was a research associate at the Centre des Recherches Internationales (CERI) for the Chair of Excellence in Security Studies.
