The war in Ukraine, has highlighted how an aggressor can use cyber-attacks to try to disable or disrupt national critical infrastructure, with severe consequences to the lives of citizens. Our panel combines practitioners from national Computer Emergency Response teams tasked with protecting CNI, and cyber diplomats responsible for negotiating the international norms in cybersecurity for a discussion on what lessons need to be learned from recent attacks and what can be done to prevent them in future.

Mr. Rastislav Janota serves as Chairman of the Cyber Security Committee of the Security Council of the Slovak republic as well as Director of National Cyber Security Centre SK-CERT. From these positions, he bear responsibility for cyber security governance of the Slovakia. He is also Member of Management board and also member of Executive board of The European Union Agency for Cybersecurity, ENISA.

Mr. Richard Kadlčák currently serves in the role of Special Envoy for Cyberspace and Director of Cyber Diplomacy Department at the Ministry of Foreign Affairs of the Czech Republic. His responsibilities include coordinating national and international positions on cybersecurity issues as well as representing the Czech Republic in international negotiations on cyberspace issues. Mr. Kadlčák is a career diplomat with over 20 years of working experience at the Czech Ministry of Foreign Affairs. Prior to his appointment as a Special Envoy, Mr. Kadlčák served as ambassador extraordinary and plenipotentiary of the Czech Republic to Estonia.

Mr. Victor Zhora (joining remotely) graduated with honours from the Institute of Physics and Technology of the National Technical University of Ukraine "Kyiv Polytechnic Institute" by specialty "Applied mathematics" in 2003 and finished post-graduate course at the Institute of Software Systems of the National Academy of Science of Ukraine in 2006. Mr. Zhora is an author of nearly 50 scientific publications in information security and co-author of a monograph “Theoretical basics of modeling and analysis of information protection systems” (2010), actively supports education programs for bachelors and masters in cybersecurity. From 2012 Viktor Zhora was active in public initiatives as a Member and Head of Council of Ukrainian Information Security Group, the non-government organization for local InfoSec community, and a member of organizing committees of annual cybersecurity conferences UISGCON and BSides Kyiv. Since 2003 as an architect and project manager he participated in creation of complex information security systems of national importance, including but not limited to protection of electoral systems of Ukraine. From 2012 to 2021 Viktor was a CEO and Co-Founder of Infosafe IT LLC – one of the leading cybersecurity companies in Ukraine. At the State Service of Special Communication and Information Protection of Ukraine Viktor Zhora supervises digital transformation and cybersecurity projects, CERT-UA and the State Cyberprotection Center.

A representative of Polish CSIRT GOV will also take part in the debate to provide a perspective on cyber threats as well as possible countermeasures to mitigate challenges in this regard respectively.
